For those interested, I found out my server does support all the United game modes, as well as the ability to receive donations. I think all the custom United tracks are attainable by coppers only, so thats where they come into play. Im not certain how to use them myself if they are donated to the server, so i will look into that. Also, i finally fixed the locations of the Live/Local Records so hopefully this clears up confusion for now on(or creates more for those who had gotten used to it).
